The state licence office checks your training against German medical training. Your Internatura certificate and KROK 3 result help show the full story.

Who does the November date affect?
This affects Ukrainian doctors who apply after 1 November 2026. It also affects doctors with newer Internatura or KROK 3 papers.
The office checks dates, schools, hospitals, training hours, and exam results. It needs a clear picture of your training.
Older papers are still valid. Add a one-page timeline if you finished training before this date.
Show medical school, graduation, Internatura dates, and your KROK 3 date. Newer Internatura papers need the same timeline.
Send the official certificate that explains the programme. Do not send only a KROK 3 score page.
A score page shows an exam result. It does not show rotations, specialty, hospital, or training length.

Does KROK 3 change the exam route?
No. KROK 3 does not give an automatic German full licence (Approbation). Germany treats Ukrainian medical training as training from outside the EU and EEA.
The state office first checks whether your training matches German training. Big gaps may lead to a medical knowledge exam (Kenntnisprüfung).
Work experience can sometimes help with smaller gaps. KROK 3 supports your file, but cannot replace this exam.
The exam covers internal medicine and surgery. It also covers emergency care, medicines, imaging, radiation safety, and legal questions.
You also need German language papers before clinical work. Many states use a medical language exam (Fachsprachprüfung).
The state office tells you which language proof it accepts. Check its official website before you apply.
What the office needs to see
Send a complete file from the start. A translator cannot fix missing dates.
The office needs enough detail to compare your training. Give it clear papers that match each other.
- Medical diploma and full transcript with subjects, grades, and dates
- Internatura certificate with hospital, rotations, and exact training dates
- KROK 3 result with your name, date, and exam body
- Passport or name-change paper for different spellings
- Certified German translations, if your state office asks for them
Ask your university for a curriculum or training certificate. It should list clinical subjects and practical training.
Ask early while the archive can find your papers. A short semester list is less helpful.
A curriculum should name subjects like children's medicine, childbirth care, surgery, and internal medicine. These details help the office compare your training.
Which office makes the decision?
The state licence office makes the decision. The embassy, hospital, and recruitment agency do not decide.
Berlin uses the State Office for Health and Social Affairs. North Rhine-Westphalia has several district offices.
Bavaria uses different district governments. Apply in the state where you plan to work.
That office gives its current paper list and translation rules. It also explains language proof.
Federal rules set the main framework. Your state office handles your own file.

What to do before you fall behind
Start with papers that are hard to replace in Ukraine. Your passport and diploma may already be close by.
A detailed Internatura certificate may need an archive or former supervisor. Ask for it first.
Request that certificate before ordering translations. Your translator then has all the needed details.
- Request Internatura details, including hospital, rotations, specialty, and exact dates.
- Request your transcript, diploma supplement, and curriculum from the university archive.
- Keep your original KROK 3 result. Request a replacement if needed.
- Write to your target state office with your dated document list.
- Order certified translations after the office replies. Then send one complete file.
The November date does not create a shortcut. It makes a clear training file more important.
